I wonder if I might ask...

If this is a priority, why do you think money hasn't been set aside for this purpose?
Do you feel your someone else in the company could help get financial support to get this rolling? Who would that be?
Usually funds can be moved around when the leadership sees real value. Do you think this might be the case on this project?
I know you said there was no funding at the moment. Do you think this is going to be a short term thing or not?
What value would your people need to see to get them excited enough to free up the funding?
